All Onaga needs are the Kamidogu and the Amulet and he fuses all the realms into one and becomes the One Being.

So, yes. Shinnok's a nonfactor, unless he wants to become the One Being himself.

Hm. Well, my initial thought for the topic was Shinnok w/Amulet vs. Onaga w/Komidogu. Shinnok with his Amulet was only stopped by the Elder Gods themselves aiding Raiden in banishing him.
