To be honest, that's the best match I could have come up with for Kurama and Hiei without resorting to someone like Vegita.
Setting it Tokyo 2030 A.D. Both demons are B Class (i.e. between the Dark Tournament Finals and when Yusuke fights Sensui). Section 9 has all their tools at their disposal (including Tachikomas and excepting Aramaki's ability to summon the military down upon them) and both teams have time to prepare.
